In protest of the Public Administration Reform Commission’s recommendations, administration cadre members organized a huge gather at the Secretariat. In protest of the Public Administration Reform Commission’s decision to reserve 50% of the promotion quota for the administration cadre and the remaining 50% for other cadres for promotion to the position of Deputy Secretary in the public administration, officials from the administration cadre staged a large demonstration at the Secretariat.

In protest of the Public Administration: They also met with the Reform Commission’s Secretary and Senior Secretary of Public Administration, Mohammad Mokhlesur Rahman, to convey their demands. The Secretary added that before finalizing the proposals, the Commission will meet with the organization’s administration cadre officials.

Previously, officials from the administration cadre were loud on social media, advocating the creation of a distinct “Bangladesh Administrative Service” for the BCS (Administration).

 

The Public Administration Reform Commission made several recommendations to journalists at a meeting last Tuesday. The commission’s report is scheduled to be submitted to the government by December 31. Among the recommendations are: promotions to the positions of Deputy Secretary and Joint Secretary in the public administration through exams; distributing 50% of the promotion quota for administration cadre officials and 50% for other cadres for promotion to the Deputy Secretary position; and keeping health and education separate from the cadre system rather than incorporating them.

 

The administration, education, and health cadres protested after the commission’s recommendations were made public.

The administration cadre calls for the recruitment of administration cadre officials to all posts, from Deputy Secretary to Secretary. On the other hand, officials from the education and health cadres are opposed to the recommendation that they be removed from their respective cadres. In other words, they wish to remain within the cadre system.

 

On Saturday, the “Inter-Cadre Discrimination Elimination Council,” which consists of 25 cadres, met in Segunbagicha, Dhaka. During the meeting, representatives from the 25 linked cadres shared ideas. The council issued an action plan, which included a work stoppage and a movement seeking the nomination of officials from each ministry’s particular cadre to manage and administer the positions, as well as the creation of a quota-free Deputy Secretary pool.

In such a case, administration officials began using social media yesterday. Many officials have taken to Facebook to seek the formation of a separate “Bangladesh Administrative Service.”

In continuation of this, at 11:30 a.m. today, numerous officials from the administration cadre gathered on the lower floor of Building No. 3 in the Secretariat. They then went to the Ministry of Public Administration’s second floor, in front of the Public Administration Reform Commission chairman’s office. However, due to the enormous number of authorities, there was insufficient place for them, so they collected in nearby regions.

Later, a meeting was held with Mohammad Anwar Ullah, head of the Bangladesh Administrative Service Association, Tanveer Ahmed, Dhaka’s District Commissioner, and numerous other officials. They met with Mohammad Mokhlesur Rahman, Senior Secretary of the Ministry of Public Administration, and Secretary of the Commission, on the third floor and presented their demands to him.

 

Later, the Secretary informed journalists that the Public Administration Reform Commission would reconvene with the Administrative Service Association.

 

At this point, the president of the Administrative Service Association emphasized that this was not a procession and that they had arrived in an orderly manner. Because the Commission’s head was not there, they came to give their documents (demands) to the Secretary of Public Administration, who served as the Commission’s Secretary.

 

Currently, the administration cadre receives 75% of promotions to the level of Deputy Secretary, with the remaining 25% coming from other cadres. The Ministry of Public Administration is inviting applications from various cadres for this 25% position. The Superior Selection Board (SSB) conducts screenings for promotions to the level of Deputy Secretary. The current number of Deputy Secretaries is approximately 1,600.

 

Earlier on Wednesday, the Bangladesh Administrative Service Association, an organization of administration cadre officials, expressed their displeasure and protest in a statement regarding the recommendation to allocate 50% of promotions to the Deputy Secretary position for administration cadre officials and 50% for other cadres. They urge that administration cadre personnel be appointed to all posts, including Deputy Secretary to Secretary.

On the same day, the District Branch of the Bangladesh Administrative Service Association met to discuss the Public Administration Reform Commission’s proposals. District Commissioners, by virtue of their office, are the presidents of the organization’s district chapters. The District Commissioners are providing meeting minutes to the Secretary and Senior Secretary of the Ministry of Public Administration to present their points of view.

 

According to the meeting minutes, the officials emphasized that the Commission’s head’s abrupt remarks on a settled topic by the higher courts were absolutely unnecessary. They (administration cadre officials) have advocated the establishment of a “Bangladesh Administrative Service” by individually including 100% of the jobs of Deputy Secretary and above for the BCS (Administration) cadre, as was done previously.
